Paul Adom-Otchere Detained by OSP Over GACL Contract Probe
Paul Adom-Otchere, former Board Chairman of the Ghana Airports Company Limited (GACL), has been detained by the Office of the Special Prosecutor (OSP) following his inability to meet bail conditions related to an ongoing investigation into a revenue assurance contract.
Background of the Investigation
The OSP is probing a revenue assurance contract between GACL and a private firm, EvaTex Logistics Limited. The investigation focuses on potential procurement breaches, including the awarding of a sole-sourced contract to a company other than the one approved by the GACL Board.
Mr. Adom-Otchere has stated that during his tenure as Board Chairman, the board directed management to explore ways to raise non-aeronautical revenue but made it clear that GACL would not pay for any audit services.
He claims that the contract in question was signed by GACL management after his tenure had ended.
Bail Conditions and Detention
The OSP has charged Mr. Adom-Otchere and two others: Otchere Kwame Baffour Awuah, Group Executive, Commercial Services at GACL, and Albert Adjetey Adjei-Laryea, CEO of Devnest Systems. Mr. Adom-Otchere's bail conditions require him to present two landed properties registered in his name. He has informed the OSP that he does not own any landed property in Ghana, resulting in his continued detention until the bail terms are satisfied.
This investigation is part of a wider probe by the OSP into alleged corruption and procurement breaches involving revenue assurance contracts awarded by GACL and other government agencies. Several former officials of the Ghana Revenue Authority (GRA) and individuals associated with Strategic Mobilisation Ghana Limited (SML) have also been arrested and are under investigation for similar offenses.
The OSP has assured the public of its commitment to thoroughly investigate these matters and hold all culpable individuals accountable.
